The Republic of Azerbaijan signed the UN Convention on the Political Rights of Women in August 1992 and in 1995 became a party to the UN Convention on the Elimination of All Forms of Discrimination Against Women and signed its Optional Protocol in 2000.The Government of Azerbaijan has made certain achievements in the sphere of gender policy. The State Committee on Women’s Issues was established by Decree of the President of the Republic of Azerbaijan dated January 14, 1998 with a view to implement the state policy on gender (State Committee for Family, Women and Children Affairs since 6 February, 2006). The main objectives and purposes of the Committee are protection of the rights of women, increasing of women’s participation in social and political life of the country. The Government of Azerbaijan co-operates closely with international organizations such as UN, OSCE/ODIHR, Council of Europe, European Union, Organization of Islamic Cooperation, and ISESCO in the sphere of gender mainstreaming. Different projects in the field of women’s political participation and their involvement into decision-making are being implemented in Azerbaijan.


Current institutional framework for women policy of the SCFWCA is the Department of Women Problems and Gender Equality. The activities of the Department are based on the following State Programs:

 1.      The National Comprehensive Program for Combating Daily Violence Acts in a Democratic Society ( January 25, 2007)

2.      The National Program for Combating Drug Abuse, Illegal Traffic in Narcotic Drugs, Psychotropic Substances and Precursors (2013-2018)

3.      “Azerbaijani Youth in 2011-2015″ (7 July, 2011)

4. State Program for the implementation of the Employment Strategy of The Republic of Azerbaijan for 2011-2015 years (15 November 2011)

5.“State Program on Development of the Republic of Azerbaijan in the field of demography and population” (2014-2025)

6.  State Program to strengthen social protection of the  older people (17 April, 2006)

Objectives & Functions:

  1. - Planning and coordination of women’s policy, and improvement of women’s status through
    the enhancement of women’s rights 
    -  Prevention of violence against women and protecting the victims of domestic violence

    -  Planning and coordinating gender-related policies 

    -  Cooperation with international organizations and NGOs on women and gender issues

    -  Implementing of regular awareness raising events on women’s rights and gender problems

    - Strengthening women’s competitiveness in labor market and development of entrepreneurship and self-employment by organizing requalification courses for women

    - Commemoration of distinguished women for their success in active participation in social, political, cultural life of Azerbaijan
